RON95 Subsidy Reform Comes First, Carbon Tax in 2026: Second Finance Minister

The government will focus on RON95 petrol subsidy reforms before introducing a carbon tax in 2026, said Finance Minister II Datuk Seri Amir Hamzah Azizan. He explained that fuel subsidy rationalisation, especially in the energy sector, must happen first to avoid contradictions—such as taxing emissions while still subsidising fossil fuels.The carbon tax, set for rollout in 2026 under Budget 2025, will target sectors like steel, iron, and energy. Amir stressed that reforms must be systemic and well-structured, not isolated.He made these remarks during a panel session on Malaysia’s energy transition, emphasising the need for coherent policy frameworks and climate action plans.Prime Minister Datuk Seri Anwar Ibrahim also noted that the RON95 subsidy adjustment would not impact 85–90% of Malaysians and is meant to better direct support to lower-income groups.
