Speaking during his 2026 New Year address in Putrajaya, Anwar emphasized that "everybody has their limits" and that power should not be concentrated in the hands of one individual for decades. This reform is part of a broader package aimed at strengthening Malaysia’s democratic institutions and regaining the trust of urban voters.

The proposal has been met with praise from civil society groups who have long campaigned for such limits to prevent the entrenchment of political power. The government plans to table the necessary Constitutional amendments in Parliament by February.

Critics, however, argue that the move is a political strategy to shore up support following recent electoral setbacks for the unity government. Regardless of the motive, if passed, this would be one of the most significant changes to Malaysia’s political landscape since independence.
