At the opening of the fourth session of the 14th National People's Congress in Beijing today, the Chinese government submitted a work report outlining plans to open the country wider to the outside world. The report emphasizes expanding market access, particularly in the service sector, and launching new opening-up trials in fields such as value-added telecommunications, biotechnology, and wholly foreign-owned hospitals. This move is seen as a strategic effort to attract more foreign investment amidst a shifting global economic landscape.

The government also submitted a draft outline of its 15th Five-Year Plan (2026-2030), which includes improving intellectual property protection mechanisms to align with international rules. Additionally, China aims to shorten the "negative list" for cross-border trade in services and take well-ordered steps to expand digital sector openness. These policy shifts signal a long-term commitment to deepening global economic integration and modernizing China's internal regulatory frameworks.

International observers are closely watching these developments as they could significantly impact global supply chains and trade relations. The focus on high-tech sectors like AI and biotechnology suggests that China is doubling down on its "New Quality Productive Forces" strategy to drive future growth. As the top legislature deliberates these reports over the coming days, more specific details on implementation and sectoral impacts are expected to emerge.
